According to Jason Reid of the Washington Post, an unnamed source has told him that Shanahan is looking to develop a quarterback during his time with the Redskins. He didn't really get the chance in Denver since he inherited John Elway and only had Jay Cutler for three years before he was fired.
The most likely candidates, and the only quarterbacks even worth considering in the top 10, are Sam Bradford and Jimmy Clausen. None of the top draft guys think either is worth a top 10 pick, but it wouldn't be surprising if Shanahan reached for a guy who he thinks he can mold.
However, he would probably be best served to keep Jason Campbell and use the pick to help along the offensive line, or just simply draft the best player available.
My personal belief is that Campbell can be a very good quarterback with some continuity around him, but it looks like being a member of the Washington Redskins will be the downfall of yet another quarterback.
